Shiva gave it to Parashurama, he asked King Janaka to keep it while he was going into long meditation.
At Sita’s festival of choosing her husband, Janaka set the task whoever could draw the bow would get Sita as his wife. It was Rama who not only drawed it, but broke it and married Sita.
