Who refuses to fight – a name of Krishna.
Krishna refused to fight Jarasandha because it was intended that he should be killed by Bhima in the Mahabharata war.
So when Jarasandha attacked Mathura, Krishna had Dwaraka built and moved there with the people of Mathura.
